About the Role

Environmental Program Manager 2 – Land Manager  Work Location: 12520 Ulmerton Road, Largo, FL 33774  Work Schedule:  Monday – Friday; 8:00 a.m. – 5:00 p.m.  Pinellas County’s Parks and Conservation Resources Department is dedicated to protecting and improving the inherent value of our natural, cultural, and recreational resources. The Land Manager coordinates and completes resource management activities related to north-County properties, including restoration ecology, exotic control, prescribed fire, and ecological monitoring.  This is an advanced professional, technical, supervisory and administrative position coordinating land management activities in the Resource and Asset Management Program. The geographical area of responsibility includes the parks, preserves, and management areas located in north Pinellas County, totaling approximately 11,280 acres.  Position is responsible for supervising environmental staff, coordinating volunteers, supporting interdepartmental wildland fire team, supporting grants and capital projects, administering contracts, maintaining interagency and community partnerships, and providing public outreach.  What Will You Do Provide stewardship of natural and cultural resources for north-County parks, preserves, and management areas.  Control invasive exotic species.  Conduct prescribed burns and mitigate risk of catastrophic wildfire.  Inventory and monitor ecological conditions.  Support administration, staffing, and equipping Wildland Fire Team.  Plan, schedule, and administer projects completed by contractors.  Enhance degraded natural areas through restoration projects.  Support and monitor mitigation and capital improvement projects.  Develop resource management plans, stewardship reports, and other technical documents.  Support development of grants related to resource management.  Contribute to development of annual budgets.  Supervise environmental staff and oversee volunteers, and plan, schedule, and assign work activities. Develop and maintain interagency partnerships and community interactions.  Provide public presentations in support of resource management program.  Read, interpret, and implement federal, state, and local environmental regulations, laws, and ordinances.  Plan, implement, and monitor effectiveness of ecological restoration and capital improvement projects.  Respond to Public Records Requests and communicate with citizens regarding natural and cultural resource management.  Communicate effectively with departmental staff, citizens, decision makers, and stakeholders from other agencies and organizations.  Provide expertise when requested, including data summaries, computer information, literature research, maps, cross training, special monitoring projects, and other technical information.  Performs related work as assigned or required.  What Do You Need Experience – Progressively responsible professional work experience in resource management programs and projects, including the planning, development, and coordination of natural and cultural resource management activities and monitoring their effectiveness; and two (2) years of supervisory experience in the field of environmental resource management.  Education – Major coursework in physical, natural, or biological science, environmental engineering, or related field.  At least 10 years of experience as described above; or  An associate degree as described above and at least 8 years of experience as described above; or  A bachelor’s degree as described above and at least 6 years of experience as described above; or  A post-graduate degree as described above and at least 4 years of experience as described above; or  An equivalent combination of education, training and/or experience.  Possession and maintenance of a valid State of Florida Driver's License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report.  Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.  Highly Desirable  Familiarity with County purchasing and contracting processes.  Knowledge of operation and maintenance of field equipment used for resource management.  Ability to use ESRI GIS and asset management software in work assignments.  Florida Fish and Wildlife Conservation Commission Authorized Gopher Tortoise agent. Florida Forest Service Certified Prescribed Burn Manager. Knowledge, Skills and Abilities  Knowledge of the principles, practices and methods of environmental management including advanced knowledge of natural and cultural resource management practices.  Knowledge of current land management principles, practices, and equipment.  Knowledge of scientific research and writing techniques including the statistical analysis of research data.  Knowledge of biology, chemistry, physics, math, statistics and natural sciences.  Knowledge of project management techniques used to complete projects on-time and on-budget.  Ability to supervise subordinate staff and volunteers.  Ability to participate in complex studies, analyze information and formulate recommendations based upon findings.  Ability to establish and maintain effective working relationships with fellow workers, outside agencies, and the public.  Ability to apply computer applications and software.  Why Choose Pinellas County?
