Pre-Construcion Project Manager Location: Knoxville, TNPosted On: 04/24/2026 Requirement Code: 73592 Requirement Detail Overview We are seeking experienced Construction Project Managers (Principal & Senior levels) to lead complex commercial development and redevelopment projects from initial concept through pre-construction readiness. This role is heavily focused on front-end development, including permitting, entitlement, and regulatory approvals, before transitioning projects to construction teams. This is a high-impact, highly visible role requiring a balance of technical expertise, stakeholder management, and regulatory navigation across local, state, and federal agencies. Key Responsibilities - Lead end-to-end pre-construction development activities for new builds and complex remodel projects - Manage permitting, entitlement, rezoning, and approval processes across multiple jurisdictions - Represent projects in front of planning commissions, city councils, and regulatory agencies - Coordinate closely with civil engineers, architects, and internal stakeholders to ensure project feasibility and compliance - Oversee site planning, utility coordination, and design development (civil, fuel, architectural) - Review and guide geotechnical, environmental, and civil engineering studies - Establish and manage project budgets, timelines, and deliverables - Support contractor bid processes and transition projects to construction teams - Handle property-related legal considerations, including easements and right-of-way issues - Manage a portfolio of 15–20 projects simultaneously, each in varying stages of development Project Environment - Mix of ground-up development and complex remodels (many remodels require advanced coordination and may exceed new builds in complexity) - Typical project size: ~$5M+ - Projects often involve: - Rezoning land (including agricultural-to-commercial transitions) - Navigating community and municipal resistance - Coordinating across city, state, and federal agencies Required Qualifications - Proven experience in commercial retail or real estate development project management - Strong background in: - Permitting & entitlement - Rezoning & land use - Planning commission / public hearings - Ability to confidently present and advocate projects to government agencies and community stakeholders - Experience interpreting civil and utility plans - Strong collaboration with architects, engineers, and cross-functional teams - Ability to manage multiple complex projects simultaneously
