About the Role

Position Summary The Quality Control Manager – Rail will play a critical leadership role in the successful and timely delivery of complex, fast-track, multi-million-dollar rail, transit, and heavy-civil infrastructure projects from pre-construction through project execution and close-out. Responsibilities: Comply with (and actively promote) all Safety policies and procedures including reporting all accidents, incidents and near-misses to ensure adherence to our Number One Core Value – Safety first, in everything we do.  Provide overall leadership and oversight of all project quality management functions for rail and transit construction projects, serving as the primary subject matter expert for quality-related matters. Actively participate in day-to-day operational leadership and project decision-making to ensure quality requirements are integrated into planning, sequencing, and execution of work. Develop, implement, and manage project-specific Quality Control Plans in accordance with contract documents, company policies, industry standards, and regulatory requirements. Oversee and manage all required quality testing, inspections, documentation, and reporting, including coordination with third-party testing agencies and inspectors. Ensure compliance with contract documents, specifications, drawings, and engineering calculations for rail-specific work activities including track systems, structures, civil works, temporary works, crane and hoisting operations, shoring, falsework, formwork, and safety systems. Provide technical input during pre-construction and construction planning related to constructability, interpretation of design, and development of efficient construction methods and quality control processes. Lead and mentor Quality Control staff and field personnel, providing guidance, training, and oversight to ensure consistent implementation of quality standards across the project. Develop and implement project Quality Control orientation and training programs to ensure all project personnel understand quality roles, responsibilities, procedures, and documentation requirements. Ensure work is constructed in compliance with project requirements and that quality records are accurate, complete, traceable, and properly maintained. Maintain a comprehensive working knowledge of project contract documents, drawings, specifications, referenced standards, and regulatory requirements. Support document control efforts to ensure project documents, revisions, and updates are current and properly distributed. Assist with procurement, buy-out, and management of subcontractors, suppliers, and vendors to ensure quality requirements are clearly defined and enforced. Manage the project submittal process, including review, coordination, tracking, and approval of submittals, shop drawings, as-builts, and close-out documentation. Participate in the RFI process to ensure timely review, response, and close-out of quality-related items. Monitor work for non-conformance issues, ensure corrective actions are approved and implemented, and verify closure with documented acceptance. Prepare and submit accurate Quality Control status reports and support project leadership with quality metrics and reporting. Lead project close-out activities related to quality, including punch list management, commissioning support, and system turnover. Qualifications: Four-year engineering or construction management degree, or an equivalent combination of technical training and relevant experience. Minimum of two (2) years of experience in a construction quality control management role, with direct experience on rail or transit heavy-civil projects preferred. Strong understanding of heavy-civil and rail construction practices, standards, and regulatory requirements. Experience with supervision, scheduling, estimating support, budget awareness, and project status reporting. Proficiency with project management and document control software systems.
