About the Role

On behalf of Crown Commercial Services, we are looking for a Programme Manager (Inside IR35) for a 6 month hybrid contract based in either Birmingham, Liverpool, Newport or Norwich. Crown Commercial Services (CCS) is the largest public procurement organisation in the UK. As a trading fund and executive agency of the Cabinet Office, we implement procurement policy on behalf of the government. We use the collective buying power of our customers and our commercial expertise to help public sector organisations achieve value for money and provide great outcomes for taxpayers. As a Programme Manager, your main responsibilities will be: To review the current programme and projects, including scope, plan for delivery and project team structure. To review governance in place, ensuring that it aligns to the process of SDD including template format reporting cadence. Creating a full programme and projects structure plan demonstrating the key owners, Subject Matter Experts, Delivery Methodology and objectives. Full RAID management and facilitation of programme and project workshops, meetings and a key participant in project governance meetings. Exception reporting and mitigation plans. Creating a detailed plan of the various phases of the programme and projects with status insight delivered in strong reporting. Essential: Experience implementing robust costs estimates and management, tracking spend against budget, and ensuring accurate forecasting, Experience in the formal definition and control of scope and deliverables. Experience in the development, management, and drafting process for Green Book-compliant Business Cases, including lifecycle/gating and support to benefits management. Proven experience delivering complex programmes within the public sector, demonstrating an ability to navigate government governance structures, stakeholder landscapes, and compliance requirements. Ability to work effectively in ambiguous environments, showing resilience, sound judgement, and the capability to bring clarity, structure, and direction when priorities or information are evolving. Please be aware that this role can only be worked within the UK and not Overseas.
