About the Role
<p><strong>Principal Licensing Officer needed in Hereford Paying £21.14 per hr ref OR109004</strong></p>
<p><strong>Full time hours on a temporary basis</strong></p>
<p><strong>Key Responsibilities</strong><em>Premises Licensing</em></p>
<ul>
<li>Manage a broad range of premises licence applications, variations, reviews, transfers and compliance matters.</li>
<li>Provide expert advice on the application of the <strong>Licensing Act 2003</strong> and the four licensing objectives.</li>
<li>Advise on appropriate licence conditions and proportionate enforcement action.</li>
<li>Prepare reports and evidence for Licensing Committees and Sub-Committee hearings.</li>
<li>Support the handling of representations, reviews, appeals and complex licensing cases.</li>
<li>Contribute to the review and development of licensing policies and procedures.</li>
<li>Ensure decisions are consistent with statutory guidance and local policy requirements.</li>
</ul>
<p><em>Taxi and Private Hire Licensing</em></p>
<ul>
<li>Provide technical expertise on driver, vehicle and operator licensing.</li>
<li>Apply relevant legislation including the <strong>Town Police Clauses Act 1847</strong> and the <strong>Local Government (Miscellaneous Provisions) Act 1976</strong>.</li>
<li>Support the investigation and resolution of complex licensing, enforcement and safeguarding matters.</li>
<li>Advise colleagues on licensing decisions affecting public safety and regulatory compliance.</li>
<li>Ensure licensing standards are consistently applied across all functions.</li>
</ul>
<p><em>General Duties</em></p>
<ul>
<li>Act as a key source of licensing expertise for officers, stakeholders and elected Members.</li>
<li>Interpret and apply <strong>Section 182 Guidance</strong> to support robust and defensible decision-making.</li>
<li>Assist with appeals, enforcement actions and judicial processes where required.</li>
<li>Promote a customer-focused approach while ensuring regulatory compliance.</li>
<li>Support continuous improvement in licensing procedures and service delivery.</li>
</ul>
