About the Role

Summary Responsible for directing all contract activities to ensure that contractual obligations are met and compliance is maintained with mandatory government regulations, applicable laws and Corporate policies/procedures. In addition, this position is responsible for interacting with contracting partners to ensure compliance with their respective contractual obligations. Serves as the liaison between the staff and the customer contracting officers on all contractual matters in order to maintain consistency in communications, documentation, and minimizing cost risk due to misunderstandings and/or non-compliances. This position also serves as the primary negotiator of contractual documents. Description BlueCross BlueShield of South Carolina is seeking a Director of Contract Administration to lead all contract management activities and ensure compliance with government regulations, applicable laws, and corporate policies. This role serves as the primary liaison between internal teams and customer contracting officers, ensuring clear communication, accurate documentation, and minimizing cost risks. The Director will oversee contract negotiations, enforce partner compliance, and maintain consistency across all contractual matters. Strong leadership, negotiation skills, and a deep understanding of regulatory requirements are essential for success. Work Location: This position is full-time (40-hours/week) Monday – Friday working onsite at 17 Technology Circle, Columbia SC location. What you'll do: Oversee and administer contractual provisions by directing appropriate departmental staff and by project management of the organizations to ensure supporting established requirements. Perform as the principal liaison for the customer and staff members on all contractual matters. Coordinate, review, and provide approvals on all contractual documents to ensure compliance with the proposal and applicable government regulations and laws. In conjunction with appropriate management staff, serves as the primary negotiator of contractual terms with the government, prime contracts, and customers. Supports all contract requirements to ensure timely and accurate responses to customer requests. To qualify for this position, you will need: Required Work Experience: 10 years of experience with government contracts, proposals, subcontract administration, and leadership. Required Education: Bachelor’s degree in accounting, Finance or job-related field. Skills and Abilities: Extensive knowledge and demonstrated proficiency in the use and application of government rules and regulations associated with corporate acquisition of supplies and services or the Federal Acquisition Regulation (FAR), Truth in Negotiations Act (TINA), Cost Accounting Standards (CAS), and Federal Code. Strong interpersonal skills and the ability to work professionally with people at all levels, and to maintain effective working relationships. Ability to communicate clearly and effectively in oral and written form. Ability to handle sensitive matters on a confidential basis. Strong presentation, interviewing, and organizational skills with a strong attention to detail. Ability to make sound decisions. Ability to exercise confidentiality and discretion. Strong decision-making, organizational and leadership skills Extensive experience interfacing directly with Government Customers and Subcontractors.
