About the Role
On behalf of The Government Property Agency, we are looking for a Commercial Officer for a 6 month hybrid contract (2-3 days in the office and the remainder working from home) based out of ideally Nottingham, Birmingham, Bristol, Leeds, Manchester, Cardiff or Swindon.
The Government Property Agency is an Executive Agency of the cabinet office. It is changing the way the Civil Service works and is at the forefront of Government's transformation agenda; reshaping the relationship civil servants have with their place of work. The Agency is central to the delivery of key Government policies including moving 22,000 Civil Service roles out of London by 2030 and tackling climate change by contributing to the Net Zero agenda. To do this we are delivering a major change programme across the UK and consolidating our portfolio in order to save £1.4 Bn over 10 years.

As a Commercial Officer, your main responsibilities will be:
Support Digital & Data Commercial Delivery: Act as a Commercial Executive Officer supporting the Digital & Data team, leading tactical procurements, contract extensions, and variations, while contributing to the development of commercial strategies for key strategic contracts.

Develop Commercial Strategy: Support the development and execution of commercial strategies for key contracts, leveraging Crown Commercial Service frameworks, collaborative buying routes, and value‑driven Competitive Flexible Procedures.
Manage and Shape Existing Contracts: Act as the commercial lead on contract extensions and variations, ensuring agreements remain agile, compliant, and aligned to evolving Digital and Data needs.
Drive Governance and Approvals: Coordinate and secure required internal and external approvals, acting as a key interface between commercial teams, senior stakeholders, and governance forums.
Engage and Influence the Market: Proactively engage with suppliers to gather market intelligence, promote GPA opportunities, and support the development of a competitive, high‑quality supply chain.
Champion Commercial Capability: Improve commercial processes, support robust business case development, and provide hands‑on commercial support to Contract Managers
Ensure Commercial Excellence: Maintain accurate contract records, pipelines, and systems to underpin effective delivery, compliance, and operational efficiency.
Essential:
Procurement Delivery Support: Experience supporting basic procurement activity, including low‑risk, lower‑value commercial exercises.
Contract Administration: Involvement in contract extensions and variations, ensuring accuracy, compliance, and continuity of service.
Policy & Process Support: Experience contributing to policy work and supporting the application of commercial and procurement processes
Strong Administrative Capability: Confident handling commercial administration activities, maintaining records, documentation, and supporting governance requirements.
Hands‑On and Supportive Approach: A proactive, delivery‑focused mindset with a willingness to roll up sleeves and support Contract Managers and wider teams.
Public Sector Procurement Exposure: Experience within public sector procurement is desirable but not essential — government experience is not required.
Desirable:
Public Procurement Knowledge: Awareness or experience of PCR 2015 and/or PA23, with an interest in developing deeper regulatory expertise.
Process Improvement: Experience supporting process improvement initiatives, including reviewing and updating templates and standard documentation.
Digital or Technology Category Exposure: Any experience supporting Digital or Technology procurements is a strong advantage (open to candidates from other categories).
Technology Skills: Confident using Google Workspace tools (Docs, Sheets, Slides) to support commercial activity — highly desirable.
Professional Development: CIPS qualification (or working towards) is desirable and demonstrates commitment to the commercial profession.
