About the Role
We're seeking an experienced Property Investment & Compliance Manager to lead our multi?disciplinary team responsible for asset management, surveying, landlord compliance, and safety testing across our housing portfolio. This strategic role will shape the long?term maintenance, investment, and improvement of our homes, driving delivery of our HRA Asset Management Strategy.
You'll use condition data and specialist sector insight to design, cost and manage planned programmes of work, ensuring our assets remain safe, compliant, and sustainable. With full accountability for team leadership, you'll ensure high performance, strong wellbeing, and continuous development.
This role leads our landlord compliance function-ensuring policies, procedures, and assurance systems are robust, up to date, and delivering the highest standards of safety across all housing assets.
You will manage multi?million?pound contracts and set annual capital and revenue budgets aligned to the 30?Year HRA Business Plan, ensuring financial viability and effective investment planning. Your expertise will guide decision?making on planned maintenance, asset performance, redevelopment opportunities, and risk mitigation.
Key responsibilities include:
Leading and managing a high?performing asset management and compliance team.
Providing strategic leadership to deliver the council's values and priorities.
Developing data?driven, financially viable asset investment models.
Overseeing stock condition surveys and using insights to plan future works.
Ensuring all homes meet Decent Homes Standards and full Health & Safety compliance.
Managing major contracts, procurement, and contractor performance.
Providing expert advice on construction, maintenance, and asset lifecycle issues.
Coordinating responsive repairs with planned and cyclical works for efficiency.
Delivering full landlord compliance across gas, electrical, fire safety, water hygiene, asbestos, and other statutory areas.
Setting and monitoring budgets, ensuring alignment with long?term business planning.
Maintaining robust compliance systems, assurance processes, and staff competency.
