FCAS Skills, Workforce Planning and EVP Advisor
Overview:
FCAS (Future Combat Air System) is one of the largest, most exciting, and challenging programmes within Defence – to design and deliver a Future Combat Air Programme for the RAF in record time. The key cornerstone of FCAS is the Global Combat Air Programme (GCAP), which sees the UK working with our international partners Italy and Japan. FCAS and GCAP combined present a unique opportunity to influence the design of the platform and wider system to reflect a new approach to weapon integration and employment of effects rather than just traditional integration of effectors to an existing platform.
The FCAS portfolio consists of a number of different projects and contracts looking at different areas within Combat Air. UK is involved in a number of these projects including the TEMPEST project, where some novel technologies are being explored, the main UK FCAS Acquisition Programme, as well as the Global Combat Air Programme (GCAP).
This role will join the People, Skills and Culture Team on the FCAS Programme.
Responsibilities:
1. Strategic Workforce Planning
Collaborate with external FCAS enterprise partners, including Team Tempest, to support strategic workforce and skills-based initiatives.
Contribute to the identification, mitigation, and de-risking of short-term and long-term critical skills gaps.
Provide project management support for workforce-related initiatives, including attraction, retention, training, and development activities.
Support the delivery of externally agreed enterprise milestones and deliverables, including:
Data collation and analysis
Skills-related insights and reporting
Advisory Subject Matter Expertise input into skills-based initiatives and workforce strategies
2. Employee Value Proposition (EVP) & Culture
Support the ongoing development of the FCAS Programme Employee Value Proposition.
Manage the coordination and submission of internal and external award applications aligned to the FCAS programmes annual award calendar.
Support cultural development initiatives across and the FCAS programme by:
Implementing targeted interventions informed by company culture survey results
Analysing feedback from exit and offboarding conversations
Contributing to activities that enhance engagement, inclusion, and retention
3. Secondments & Partner Mobility
Project manage and administer the FCAS programme’s cross-partner secondment process.
Act as a key point of contact for external partner organisations, supporting the exchange of secondees both into and out.
Ensure secondment activity aligns with programme objectives, workforce planning priorities, and governance requirements.
4. Internal Skills Development
Support the identification and implementation of initiatives to enhance workforce skills and capability within the FCAS programme.
Contribute to the development of measures aimed at strengthening internal capability and reducing reliance on external skills and internal subject matter experts.
Work collaboratively with stakeholders to ensure skills development activity aligns to current and future FCAS programme needs.
Skillset/Experience Required:
Experience working in a Workforce Planning/Talent Acquisition/STEM Skills/HR role.
Experience working in large and complex organisations.
Highly organised and able to manage multiple projects in conjunction.
Ability to manage competing demands.
Skilled at building effective relationships.
Ability to interpret large volumes of data.
Proficient in the use of MS Office particularly Excel, Word, PowerPoint and Outlook.
