About the Role

Account Manager in Revenue and Benefits

IMH are looking to recruit a reliable Account Manager in Revenue and Benefits for our client based in Manchester M15 5BA

The role will involve working within the Council Tax Unit on the Revenues and Benefits Service, You will provide specialist support across the HMRC Data Matching Project that is due to commence this financial year and support the investigation and resolution of complex case work.

The role involves analysing and validating information received from HMRC and other data sources, identifying discrepancies, conducting detailed account reviews, and ensuring that Council Tax records are accurate and maintained in accordance with relevant legislation, policy, and procedural requirements.

A significant aspect of the role involves handling complex and sensitive case work, including matters escalated through the Council’s formal complaints process. This requires the investigation of account histories, assessment of evidence, interpretation of legislation and policy, and the preparation of detailed written responses that are accurate, robust, and capable of withstanding scrutiny from senior management, Ombudsman investigations, and Valuation Tribunal proceedings where appropriate.

The position requires extensive use of MRI (Academy) as a proficient user for reviewing and maintaining Council Tax accounts, processing amendments, analysing account activity, and carrying out detailed investigations. In addition, I am a proficient user of NEC Document Management, responsible for retrieving, reviewing, indexing, and managing electronic records to support operational decision-making, complaint investigations, audit requirements, and legal proceedings.

The role demands a high level of analytical ability, attention to detail, and professional judgement, together with excellent written communication skills when dealing with customers, councillors, MPs, legal representatives, and other stakeholders. It also requires a thorough understanding of Council Tax legislation, data protection requirements, and corporate complaint handling procedures to ensure that decisions are lawful, consistent, and customer-focused.

Technical Requirements:

  • Demonstrable knowledge of Council Tax and/or NNDR and associated legislation to the extent that it can be practically applied.
  • Demonstrable knowledge of debt recovery as it relates to Council Tax and/or NNDR and the legislation, policies and practices of the service that ensure income is maximised.
  • An understanding of the principles of data management and security.
