Harbor District Celebration: The Corliss Grand Opening November 24, 2025 The Corliss has officially opened, launching Wisconsin’s largest privately developed affordable housing community with 576 income-restricted homes, including 144 senior-designated units. Design elements honor the site’s industrial past—incorporating Cream City brick references—while a public extension of the Kinnickinnic River Trail now bisects the campus. Layered financing (LIHTC, TIF, Housing Trust Fund, and a brownfield loan) supported the $197M project and rent targets of 40%–80% AMI. Additional buildings will be delivered on a phased schedule, reaching completion in 2026.
