About the Role

We are seeking a Federal Small Business Planner to develop and execute compliant, competitive small business participation strategies for complex federal proposals.


This role sits at the intersection of proposal, procurement, and pricing, ensuring that small business commitments strengthen win probability while remaining executable post-award.


Key Responsibilities:

  • Develop Small Business Participation Plans aligned to federal requirements
  • Analyze solicitations and identify compliance and evaluation criteria
  • Identify and integrate qualified small business partners into proposals
  • Support teaming agreements and subcontract strategy
  • Collaborate with pricing teams to incorporate subcontractor costs
  • Ensure compliance with FAR/DFARS and agency requirements

Qualifications:

  • 5–10 years in federal contracting, proposals, or subcontract management
  • Experience developing Small Business Subcontracting Plans
  • Strong understanding of FAR/DFARS
  • Experience supporting cost proposals and pricing integration
  • Advanced Excel skills
