About the Role
Job Purpose
To protect tenants and improve housing standards in the private rented sector by carrying out inspections, enforcing housing legislation, and taking appropriate legal action against non-compliant landlords and property owners.
Key Responsibilities
Inspection & Investigation
Carry out inspections of residential properties, including Houses in Multiple Occupation (HMOs), in response to complaints and as part of planned inspection programmes.
Assess housing conditions using the Housing Health and Safety Rating System (HHSRS).
Investigate complaints relating to poor housing conditions, overcrowding, and disrepair.
Enforcement & Legal Action
Take enforcement action under relevant legislation including the Housing Act 2004, Environmental Protection Act 1990, and associated regulations.
Prepare and serve statutory notices including Improvement Notices, Prohibition Orders, and Emergency Remedial Action notices.
Issue Civil Penalties, Simple Cautions, and prepare cases for prosecution where appropriate.
Prepare cases for Rent Repayment Orders and represent the authority at Tribunal and Court hearings.
Licensing & Compliance
Process applications for HMO and selective licensing schemes, including inspections and compliance checks.
Monitor licensed properties and ensure compliance with licence conditions.
Provide advice and guidance to landlords and managing agents on legal responsibilities and required standards.
Case Management & Administration
Maintain accurate and comprehensive records of inspections, interviews, correspondence, and enforcement action.
Prepare detailed reports, witness statements, and legal documentation.
Ensure all work is undertaken in line with the council's enforcement policy and statutory timescales.
Partnership & Stakeholder Working
Work collaboratively with internal teams such as Housing Options, Planning, and Legal Services.
Liaise with external partners including Fire Service, Police, and Health services where required.
Attend case conferences and multi-agency meetings.
Service Improvement
Contribute to policy development, procedure reviews, and service improvement initiatives.
Keep up to date with changes in housing legislation and best practice.
