Overview
GTN is seeking a hands-on
Manager, QA/QC & Commissioning to serve as the on-site execution authority for a large-scale mission-critical infrastructure environment in Spartanburg, SC.
This role owns the site QA/QC program and supports commissioning lifecycle execution from planning through systems turnover. The Manager will direct contractors, manage field quality, coordinate commissioning activities, and ensure execution aligns with established program standards.
This is not an observer-only commissioning role. The ideal candidate has directly led integrated systems testing, load bank coordination, first-time energization, switching sequences, and field execution in a high-availability environment. Data center or HPC experience is strongly preferred, while heavy industrial or complex infrastructure experience may also be considered.
The right candidate will bring true ownership of QA/QC program development and execution. This person should have experience building, shaping, or formalizing QA/QC standards, not simply following an existing checklist. They will be responsible for documenting program standards that can be applied to future site execution.
Key ResponsibilitiesQA/QC Program Development & Execution
- Own and execute the on-site QA/QC program in alignment with established standards, procedures, and project requirements
- Help develop, document, and refine QA/QC program standards, templates, workflows, and reporting practices for future site execution
- Build or shape field quality processes that drive consistency, accountability, and repeatable execution across contractors and vendors
- Conduct field inspections, quality walk-downs, and system reviews to identify issues, document findings, and drive corrective actions to closure
- Manage QA/QC documentation, including inspection reports, non-conformance records, quality sign-offs, system turnover packages, and closeout records
- Oversee third-party QA/QC personnel and consultants to ensure consistent execution, reporting, and follow-through
- Verify work is completed in accordance with design specifications, quality standards, building codes, and site requirements
- Coordinate with the Authority Having Jurisdiction as needed for inspections, approvals, and compliance-related activities
- Reinforce site safety expectations and ensure contractor workforces comply with site safety plans, OSHA standards, and established procedures
Commissioning Execution
- Lead hands-on commissioning execution at the site level, including readiness tracking, field coordination, and milestone management
- Verify installation quality prior to pre-functional testing across electrical, mechanical, plumbing, controls, and fire alarm systems
- Manage pre-functional testing activities, document results, and coordinate resolution of deficiencies
- Coordinate functional performance testing with contractors, OEM startup technicians, and third-party commissioning agents
- Run integrated systems testing activities, including electrical, mechanical, controls, load bank testing, and reliability demonstrations
- Own commissioning issue tracking, deficiency resolution, retesting, and readiness confirmation prior to turnover
- Manage system turnover documentation, including punch lists, as-builts, TAB reports, inspection records, closeout packages, and final handoff materials
CMOP, Energization & Field Execution
- Develop and manage Critical Methods of Procedure for high-risk switching, energization, and live-environment work
- Lead first-time energization events and electrical system activation sequencing
- Develop switching plans, load bank plans, energization sequences, and field execution procedures in alignment with commissioning schedules
- Ensure all personnel are briefed, prepared, and compliant with CMOP requirements before execution
- Coordinate field execution across contractors, subcontractors, OEM startup technicians, Cx agents, QA/QC consultants, site operations, and facilities teams
- Identify field risks early and coordinate with project leadership to resolve issues before they impact quality, safety, or schedule
Third-Party Coordination & Accountability
- Manage multiple third-party groups simultaneously, including commissioning agents, QA/QC consultants, OEM startup technicians, general contractors, and subcontractors
- Drive accountability across parties who do not directly report to this role, ensuring commitments, inspections, testing, and corrective actions are completed on schedule
- Hold vendors, contractors, and consultants accountable to documented standards, timelines, commissioning plans, and quality expectations
- Serve as the central field coordination point for quality, commissioning, energization, and turnover readiness
- Maintain execution discipline under schedule pressure while balancing safety, quality, and operational readiness
Reporting & Coordination
- Serve as the primary on-site contact for QA/QC and commissioning activities
- Provide regular updates on QA/QC findings, commissioning progress, milestone status, field risks, and readiness concerns
- Participate in stakeholder updates, OAC meetings, and site coordination discussions as the QA/QC and commissioning authority
- Coordinate daily with general contractors, subcontractors, OEM technicians, third-party commissioning agents, site operations, and facilities teams
- Maintain alignment between construction progress, equipment readiness, commissioning milestones, and operational turnover requirements
Required Experience
- 8+ years of hands-on QA/QC and commissioning experience in mission-critical, data center, HPC, industrial, or complex infrastructure environments
- Direct experience running commissioning activities, not simply observing or participating in commissioning events
- Proven experience leading integrated systems testing, load bank coordination, first-time energization, switching sequences, and system activation activities
- Strong experience developing and managing CMOPs, MOPs, energization plans, switching plans, and field execution procedures
- Demonstrated ability to build, develop, refine, or formalize QA/QC programs, standards, processes, and documentation practices
- Experience managing third-party commissioning agents, QA/QC consultants, OEM startup technicians, contractors, subcontractors, and field execution teams simultaneously
- Ability to drive accountability across multiple parties in a complex field environment without direct reporting authority
- Experience managing FAT/FWT documentation, OEM startup support, equipment readiness, system acceptance, and turnover activities
- Strong working knowledge of electrical, mechanical, cooling, controls, fire alarm, and MEP systems
- Proficiency with Primavera P6, Procore, and BIM 360
- OSHA 30 and NFPA 70E certifications required
- Strong communication, documentation, field leadership, ownership, and problem-solving skills
Preferred Qualifications
- Higher certificate or bachelor’s degree in Electrical Engineering, Construction Management, or a related technical field
- Familiarity with NFPA, NEC, IEEE, and ASHRAE standards
- Experience in hyperscale data center, HPC, or large-scale mission-critical infrastructure environments
- Prior experience building a QA/QC program from scratch or shaping program standards for a new site, facility, or operating environment
Ideal Profile
The ideal candidate is a hands-on QA/QC and commissioning leader who has owned field execution in complex, high-availability environments. This person should be comfortable driving contractors, consultants, OEMs, and internal stakeholders while maintaining discipline around safety, quality, schedule, and turnover readiness.
This role is best suited for someone who has personally led commissioning execution, energization planning, integrated systems testing, and QA/QC program development in a mission-critical or complex infrastructure setting.
