Assistant Commercial Manager x 2 Birmingham, United Kingdom Job Description Salary: Base salary: £45,000pa depending on skills and experience.  In addition, we offer flexible benefits fund of 15% which is paid on top base salary and is fully pensionable, as well as a range of competitive benefits - check them out in the Benefits section on our website. The role works alongside the supply chain and contractors to assurance and support commercial activities. To support the delivery of HS2’s strategic goals by building value adding supply chains with sustainable commercial relationships. To do this we must:  About the role: Successfully achieve the award of all contracts required to deliver the construction, testing, commissioning and operation of HS2 in a fair, transparent, and non-discriminatory manner, by the agreed dates (as per Utilities Contract Regulations 2016); Provide commercial support and decision-making across all HS2s contracts and manage those contracts to ensure that they deliver the strategic objectives of the project throughout the term of the agreement and deliver demonstrable value for money; Support the delivery of HS2’s strategic goals by building value adding supply chains with sustainable commercial relationships that deliver value and comply with HS2’s obligations set out in the Development Agreement and any associated Undertakings and Assurances; Negotiate Commercial Agreements with third parties, coordinating interfaces and integrating across contracts and suppliers; Ensure that HS2 has the goods and services required by the organisation to guarantee success across each stage of the delivery lifecycle.                Accountabilities Pre-Contract  To be responsible for supporting the development commercial works information, reviewing works information from other functions and drafting contract documents. Procurement  To be responsible for supporting the development of a contract management plan. Post Contract To be responsible for supporting the delivery of contract management of the contracts to maintain effective commercial control. To be responsible for supporting the administration of the obligations of the Project Manager under the NEC3Contract. To be responsible for supporting the valuation of variations and compensation events. To be responsible for supporting contract payments assessment. To be responsible for supporting the review and analysis of supply chain monthly reports. To be responsible for supporting the input into contract level performance information into monthly MBR reports. To be responsible for supporting the settlement of supply chain disputes. To be responsible for supporting estimate reviews (at all stages)  Actively promote and embed Equality, Diversity and Inclusion (EDI) in all your work and support and comply with all organisational initiatives, policies and procedures on EDI.   About You:  Skills: Ability to administer contracts to deliver infrastructure or similar capital projects and programmes.  Knowledge: Governance, Assurance & Compliance  Strategy Development  Project Management & Planning  Estimating & Cost Planning  Procurement  UCR/PCR Application  Bespoke Third-Party Agreements  Contract Management & Administration  Negotiation  Dispute Resolution  Cost Control  Risk & Value Management Supply Chain Management  Processes  Systems  Desirable Memberships / Qualifications - working towards RICS Experience: Ability to administer contracts to deliver infrastructure or similar projects and programmes.   Ability to demonstrate an understanding of dispute resolution processes and procedures.  Ability to demonstrate an understanding of common commercial policies, processes and procedures. A knowledge of contract, commercial and risk management methods HS2 may wish to consider moving this to knowledge section or amend to read ability as above.   It is expected that you will actively promote and embed Equality, Diversity and Inclusion (EDI) in all your work and support and comply with all organisational initiatives, policies and procedures on EDI.
