HSE Advisor/Specialist III
Location: On-site Houston, TX
Rate: $63.24/hr
About the Role: The HSE Advisor/Specialist will provide health, safety, and environmental support to the Houston Modernization Program (HMP) Construction and Commissioning teams.
Responsibilities:
Provide HSE support to the HMP team to facilitate Prevention of Serious Incidents and Fatalities (SIF) and an Operational Excellence Culture grounded in Human and Organizational Performance Principles, with a commitment to quality work and genuine care for the workforce
Provide in-field coaching to craft personnel on Control of Work requirements, hazard analysis, safeguard implementation and verification, and work authorization (e.g., permitting), with a focus on high-risk work
Coordinate, monitor, and verify the effectiveness of HMP HSE activities per the Project Execution Plan, HSE Plan, Contractor HSE Execution Plan, and contract HSE expectations
Serve as primary HSE support for Construction and Commissioning teams, including Contractor foremen and superintendents, and as HMP HSE point of contact for General Contractor and Sub-Contractor HSE representatives
Participate in Contractor safety meetings, daily toolbox talks, and all levels of emergency response planning and training
Collaborate in JSA development and verify IOGP Start Work Checks are utilized as appropriate
Conduct HSE Field Verifications, V&V Engagements, and other OE assurance activities; follow through on closure of resulting action items
Gather and contribute to HSE performance data, including leading safety metrics
Participate in safety standups, weekly HSE meetings, and Leadership Team walks
Support initial incident response and data gathering; participate in investigations and ensure proper classification and reporting
Communicate a clear vision to generate workforce commitment and support HMP and contractor initiatives to grow and sustain the desired Operational Excellence culture
Contribute to monthly and quarterly safety performance reports as required
Education & Experience
High School Diploma or equivalent
Minimum of 5 years of direct HSE experience in building construction; experience in Major Capital Projects preferred
Demonstrated understanding and experience in Occupational Health & Safety legislation/regulations, safe work practices, incident investigation and reporting, Human and Organizational Performance, safeguard verification, and construction safety
Proficient in Microsoft Office: Word, Excel, Visio, and PowerPoint
Strong Leadership skills
Strong analytical skills with a sound understanding of root cause analysis
Strong ability to work independently and interact with multiple companies and various levels of employees and leadership
Excellent written and verbal communication skills
