Department:           Public Safety Department – EMS Division

FLSA Status:           Exempt


Job Summary:

Responsible for assisting the EMS Chief with the planning, direction, and supervision of the day-to-day operations of the O’Fallon Emergency Medical Services Division. Responsibilities include (but are not limited to): divisional planning, implementation of policies and procedures, personnel management, scheduling, equipment coordination, budget oversight, community outreach, and ensuring regulatory compliance.

The EMS Captain serves as a key leadership position responsible for operational readiness, professional development of EMS personnel, and the delivery of high-quality emergency medical services to the community.

In addition, the EMS Captain serves as the department’s designated Training Officer (TO) and provides leadership including oversight of department’s quality assurance and improvement plan, clinical and operational training program.  As the department’s TO, the EMS Captain works in coordination with the EMS Chief, EMS System Coordinator, and Medical Director to ensure compliance with both state and system policy.


Essential Job Duties and Responsibilities:

  • Responsible for assisting the EMS Chief in the development, implementation, and evaluation of departmental goals, objectives, policies, and procedures.
  • Responsible for oversight of EMS operations, including staffing, deployment, scheduling, payroll review, and maintaining appropriate supervisory coverage.
  • Responsible for the supervision, evaluation, coaching, and discipline of subordinate EMS personnel in accordance with City and departmental policies.
  • Responsible for directing, coordinating, and reviewing EMS operational plans to ensure service continuity, response readiness, and regulatory compliance.
  • Responsible for overseeing EMS vehicle and equipment readiness, including inspections, testing, maintenance coordination, recertification, and inventory control.
  • Responsible for assisting in the development and management of the EMS divisional budget, including forecasting staffing needs, equipment purchases, and capital expenditures.
  • Responsible for development and management of Quality Assurance (QA), Quality Improvement (QI), and clinical review processes in accordance with EMS system policy and procedures, including, but not limited to; patient care report review, identification of trends, and implementation of corrective actions when indicated.
  • Responsible for overseeing all EMS clinical and operational training programs, including initial training, continuing education, skills verification, competency assessment, and remedial training.
  • Responsible for ensuring personnel compliance with Illinois Department of Public Health regulations, EMS Region IV requirements, Medical Director protocols, and City policies.
  • Responsible for monitoring EMS response data, service delivery trends, and operational performance and recommending or implementing improvements.
  • Responsible for conducting internal investigations, including interviews, documentation, evidence collection, and preparation of findings and recommendations.
  • Responsible for promoting employee safety, fleet safety, and risk management practices to reduce injuries, accidents, and organizational liability.
  • Responsible for responding to medical and traumatic emergency calls and performing Paramedic duties when required.
  • Regular and predictable attendance.

 

Marginal Job Duties and Responsibilities:

  • Assumes the duties of the EMS Chief when required.
  • Maintain effective working relationships and serve as a liaison with hospitals, medical agencies, regional partners, and other public safety agencies.
  • Serve as an EMS liaison with City officials, community groups, and citizens; represent the division at meetings, events, and ceremonies.
  • Assist in the development and delivery of public education and community outreach programs.
  • Remain current on emerging EMS practices, technology, and regulatory changes.
  • Perform other duties and functions as required or assigned within the scope of the position.


Supervision Received:

This position reports to the EMS Chief.

Supervision Exercised:

This position serves as the first-line supervisor of EMS Supervisors and provides leadership and oversight to all EMS Division personnel as assigned.


Minimum Qualifications:

Education and Experience:

  • Bachelor’s degree in management, public administration, business administration, law, political science, sociology, or a closely related field (Master’s degree preferred); and
  • A minimum of five (5) years of progressively responsible experience in emergency medical services, public safety, or a related field; or
  • An equivalent combination of education and experience as determined by the City.
  • Licensed Paramedic in the State of Illinois.
  • EMS System Field Training Officer.
  • NAEMSE Level 1 or able to obtain in 1 year. (Level 2 preferred). 
  • Valid Class C Illinois driver’s license in good standing or equivalent.
