About the Role

Job Title: Estate Disposal Surveyor

Organisation: Somerset Council
Team: Estates Strategy & Development (ES&D)
Location: Somerset (Hybrid - 2 days in office, site visits required)

Role Purpose

As an Estate Disposal Surveyor within the Estates Strategy & Development team, you will manage the council's property transfers and disposals, ensuring full compliance with relevant regulations. The role involves assessing properties, developing business cases, and overseeing transactions through to completion to support the council's strategic objectives and capital receipt targets.

You will be part of a team responsible for the strategic management of a large and diverse portfolio of approximately 4,000 assets, including buildings and land holdings.

Key Responsibilities
Manage the disposal and transfer of surplus and non-operational council assets from inception to completion
Ensure compliance with Section 123 of the Local Government Act 1972 and relevant governance requirements
Provide valuation advice and support decision-making through preparation of business cases
Undertake options appraisals informed by feasibility studies and viability analysis
Support delivery of the Council's Strategic Asset Management Plan
Contribute to asset class reviews and development of asset strategies
Coordinate and oversee property transactions, including sales, leases, and transfers
Develop Heads of Terms and instruct legal teams on transactions
Liaise with property agents, solicitors, internal departments, and external stakeholders
Conduct site inspections across a wide range of assets, including rural locations
Accountabilities
Support the Principal Estates Surveyor and ES&D team in delivering disposal programmes
Work collaboratively with internal and external stakeholders to ensure successful outcomes
Manage a varied caseload of property transactions, including those up to approximately £1,000,000 in value
Knowledge, Skills & Experience
Essential
Educated to degree level or equivalent in a relevant field
Demonstrable experience in estate management, particularly property disposals and asset transfers
Ability to work autonomously with initiative, energy, and self-motivation
Strong organisational and communication skills
Ability to attend Somerset Council offices 2 days per week and travel across sites
Desirable
Chartered status (MRICS or Associate)
Recent experience within a Local Government environment
Working Environment
Hybrid working with a mix of office, site visits, and remote working
Regular travel across Somerset, including rural locations
Long-term strategic involvement in estate planning, asset management, and development
Outcomes
Delivery of compliant and efficient property disposals
Contribution to capital receipt targets
Effective management and development of the council's estate
