Job Summary Reporting to the Head of Finance the post will be responsible for management of the finance team to ensure the effective delivery of : The provision of financial information, advice and guidance; The annual budget setting and business planning processes; Analytical reviews in association with budget holders to explain key variances to budget; Appropriate grant funding and financial contributions from third parties; The monitoring of Trust cost savings plans The accurate payment of foster carers, families of children with disabilities and third-party care providers by management of the carer payment team; Core responsibilities:- 1. To manage the carer payment team 2. To plan and co-ordinate team activities to produce detailed budgets, cost savings plans and Medium Term Financial Plans which are consistent with the corporate planning parameters and the agreed budget strategy. 3. To plan and co-ordinate team activities to disseminate financial monitoring, analytical reviews and projections to agreed timescales and standards. 4. To co-ordinate the completion of grant claims, negotiate to maximise tripartite funding opportunities and to liaise with external bodies, auditors and regulators as required 5. To manage and undertake robust financial modelling to support effective service development. 6. To be the key financial contact for all budget holding managers within the Trust 7. To plan and co-ordinate financial activities with SMBC. 8. To attend and actively participate in management and project teams 9. To analyse and interpret legislation and best practice guidance to support service and procedural developments within finance and wider Trust services. [IL0: UNCLASSIFIED] 10. To represent the Trust on external bodies and working groups and to maintain external professional and institutional contacts. 11. To aid the development of the Oracle Financials business suite especially the use of financial reporting tools 12. To deputise for the Head of Finance where appropriate. 13. To lead the development and application of Financial Regulations and Procedures 14. To participate in the development and delivery of financial training to staff within Sandwell Children’s Trust and appropriate partner organisations. 15. To participate in the operation of the Trust’s Appraisal Scheme. 16.
