Our client is a large London local authority committed to delivering high-quality housing, repairs, maintenance and asset services to residents.As part of an ongoing transformation programme, they are seeking a Procurement & Commercial Manager to lead procurement, commercial governance and contract management activities across Housing Services. This is an excellent opportunity for a commercially astute professional to oversee major service contracts, drive value for money, manage contractor performance and support service improvement across repairs, maintenance and investment programmes.The successful candidate will manage a small commercial team while helping shape procurement strategy, strengthen contract governance and support regulatory priorities including damp & mould and disrepair.
Job Description
- Lead procurement and commercial activities across Housing Services.
- Manage procurement exercises for repairs, maintenance, major works, professional services and housing-related contracts.
- Ensure compliance with procurement legislation, governance requirements and Council policies.
- Oversee contract mobilisation, onboarding and demobilisation of contractors.
- Manage procurement routes including Dynamic Purchasing Systems (DPS), frameworks and direct awards.
- Maintain Housing Services' contract register and contract management systems.
- Provide commercial and contractual advice to operational teams and senior stakeholders.
- Oversee contract performance, KPI management, contractor compliance and commercial risk.
- Manage contract variations, change controls, extensions and renewals.
- Support pricing reviews, Schedule of Rates (SOR) management and value-for-money initiatives.
- Lead procurement planning, tender evaluations and contract award processes.
- Prepare reports, business cases, governance papers and procurement recommendations.
- Develop procurement procedures, guidance and contract management best practice.
- Support social value, sustainability and supplier diversity objectives.
- Build strong relationships with internal stakeholders, contractors, consultants and legal advisors.
- Lead and develop a team of Quantity Surveyors, Procurement Managers and Commercial Managers.
The Successful Applicant
- Significant experience in procurement, commercial management or contract management.
- Strong understanding of public sector procurement and governance requirements.
- Experience managing contractor mobilisation and demobilisation.
- Knowledge of housing repairs, maintenance, capital works or property services contracts.
- Strong commercial awareness including SOR contracts, valuations and cost control.
- Experience managing procurement exercises from strategy through to contract award.
- Proven track record of delivering value for money, efficiencies and commercial improvements.
- Strong stakeholder management, negotiation and communication skills.
- Experience leading and developing commercial or procurement teams.
- Ability to manage multiple priorities within a fast-paced operational environment.
