Job Description:
Objective of the Consultancy
The objective of this consultancy is to provide administrative, support, and finance services to OMES, with a focus on financial governance, financial reconciliation, Work Breakdown Line (WBL) monitoring, managed services contract administration, and SLA performance tracking. The consultant will support informed decision-making, compliance, and effective coordination across Resource Management, Finance, and IT Procurement.
Scope of Work
• Support financial governance activities in line with client rules, procedures, and internal control frameworks.
• Perform financial reconciliation across financial systems, WBLs, and supporting documentation.
• Monitor expenditure against Work Breakdown Lines (WBLs) and prepare variance and utilisation summaries.
• Support administrative and financial monitoring of managed services contracts.
• Track vendor deliverables, utilisation, and performance against agreed Service Level Agreements (SLAs).
• Support coordination with Resource Management, Finance, and IT Procurement on budgetary, procurement, and contract-related matters.
• Prepare dashboards, summaries, and inputs for management reporting and oversight.
• Maintain organised and audit-ready financial, contractual, and administrative records.
• Support meetings, documentation, and follow-up actions related to financial and contract management.
• Identify administrative or workflow inefficiencies and propose practical process improvements.
Deliverables
• Periodic financial reconciliation and WBL monitoring reports.
• Managed services utilisation and SLA performance summaries.
• Updated financial, contract, and vendor tracking records.
• Inputs to management reports, dashboards, and briefings.
• Meeting notes and action logs related to financial and contractual oversight.
Performance Indicators
• Accuracy and timeliness of financial reconciliation and WBL tracking.
• Consistency between financial utilisation and SLA-defined service delivery.
• Quality and usefulness of management reporting and monitoring outputs.
• Effective coordination with Finance, Resource Management, and IT Procurement.
• Maintenance of complete and audit-ready financial and contractual documentation.
Required Qualifications and Experience
Completed secondary education is required. A Bachelor’s degree in Finance, Accounting, Business Administration, or a related field is an advantage.
Minimum five (5) years of relevant professional experience in administrative, finance, resource management, or project support roles. Demonstrated experience in financial reconciliation, budget monitoring, ERP-adjacent systems (e.g. SAP user-side processes), managed services coordination, and SLA performance monitoring. Experience working with international organisations or the client system is an asset.
