The Post Let CBL functions as an essential member of the Program Management Team—including engineering, construction, legal, procurement, project controls, and operations—focused on supporting the active administration of large alternative delivery projects (DB, DBF, DBFM, DBFOM, CMGC).

This role helps manage the flow of information, contract compliance, documentation, communications, and issue resolution throughout the post award and construction phases of major transportation projects.

The Post Let CBL supports the Owner’s interests in day to day contract oversight, interpretation, documentation management, and coordination with technical experts to resolve challenges efficiently and consistently.

The role routinely participates in meetings with the Owner, contractor, designer, stakeholders, utilities, and oversight partners—acting as a representative of the Owner’s project team.

We are seeking motivated team members who bring strong analytical skills, curiosity, communication ability, and a desire to learn the complexities of alternative delivery and P3 delivery. The ideal candidate is detail oriented, comfortable in a fast moving construction environment, and able to organize, track, and communicate critical information proactively.

Key Responsibilities:

Contract Administration & Issue Resolution

  • Support resolution of construction phase project issues by researching contract language, gathering technical input, and developing recommendation options for DPM and Owner leadership.

  • Assist in developing technical memos, determinations, owner positions, and written analyses documenting how contract provisions apply to specific issues, trends, or disputes.

  • Support tracking, documentation, and analysis of change orders, potential change orders, claims, disputes, and resolution pathways.

  • Provide background research and documentation for dispute resolution meetings, commercial negotiations, or litigation support as needed.

Document Management & Communications

  • Manage and coordinate flow of post let project documentation, including RFIs, submittals, non conformance reports, notices, correspondence, meeting minutes, and progress reports.

  • Assist in preparing, reviewing, or consolidating responses to correspondence, contractor notices, and technical submissions.

  • Help maintain version control, document logs, and compliance tracking to ensure timely handling of all contractual communications.

Owner Representation & Coordination

  • Participate in project status meetings, risk meetings, design/constructability reviews, and partnering or coordination sessions.

  • Engage regularly with technical SMEs, contractor and designer staff, commercial leads, and Owner stakeholders to ensure alignment and communication.

  • Support development of contract policy revisions, guidance memos, and improvements based on lessons learned or observed process gaps.

Team Support, Training & Knowledge Management

  • Assist in mentoring project team members on interpreting contract requirements, communicating in accordance with contractual obligations, and documenting issues effectively.

  • Support the development of best practices, process improvements, templates, and training materials related to contract administration.

What You’ll Do:

  • Provides commercial support on resolving project issues, including application of contract provisions, working with technical and legal experts, and making recommendations for strategies and solutions for resolution. Draft and co- draft technical memos, policy papers, and issue analysis codifying recommendations, contract position taken, or resolution documents.

  • Reviews correspondence works with various members of the project team and the owner to develop responses and propose and draft responses.

  • Oversees the project team’s review of technical and administrative submittal responses, participates in meetings, reviews reports and minutes, and coordinates project communication utilizing a variety of methods.

  • Assists in the resolution of potential change orders, change orders, dispute resolution, and provide claims, formal dispute, and litigation support.

  • Performs administrative audits, including both process and product audits. Identifies procedural noncompliance and nonconforming work, opportunities for improvement, and necessary corrective and preventative actions.

  • Reviews and audits of subcontracts, insurance and bonding provisions and subcontracting procedures.

  • Mentors and trains the project team on general principles of contract interpretation and application of contract policies and requirements, proper communication and documentation, and risks and liabilities related to project roles and responsibilities.

  • Performs other duties as assigned.

What You’ll Need:

  • Bachelor’s degree in Business, Engineering, Construction Management, Legal Studies or related field, and

  • 10 years of project management, contract drafting & negotiation, construction claims resolution or related experience.

What You'll Bring:

  • Juris Doctor or related advanced degree in Legal Studies, Business, Engineering, or Construction Management

  • Project leadership role requiring engagement with and providing direction to all other project managers and staff

What We Prefer:

  • Certifications/Licenses: member of a State Bar

  • Juris Doctor Degree and two years of project management, contract drafting and negotiation, construction claims resolution or similar experience

The ideal candidate will bring a strong blend of technical, contractual, and communication skills, along with the judgment and initiative needed to support complex post‑let alternative delivery projects. Successful individuals will demonstrate:

  • Experience developing and reviewing legal and contractual documents, including MOUs, IGAs, RFQs, SOQs, RFPs, proposals, and contractor correspondence.

  • Experience supporting procurements, including development and review of letters, proposer inquiries, and formal response documents.

  • Background in the design and construction industry, preferably with exposure to transportation or infrastructure projects.

  • Ability to take initiative and proactively identify risks, propose mitigation strategies, and recognize pathways to resolution before issues escalate.

  • Sound decision‑making skills, including the ability to make recommendations that may influence policies, procedures, risk exposure, strategic objectives, and project costs.

  • Exceptional communication capabilities, including excellent writing, editing, verbal communication, and presentation skills suitable for executive‑level audiences.

  • Strong analytical skills and the ability to interpret complex contractual or technical information.

  • Highly detailed, organized, and able to manage multiple moving workstreams in a fast‑paced environment.

  • Curious, engaged, and comfortable asking questions to clarify assumptions, requirements, and contract interpretations.

  • Professional presence and customer‑service mindset when interacting with contractors, consultants, leadership, and stakeholders.

  • Ability to work collaboratively within a multidisciplinary program team while maintaining a strong sense of ownership over assigned tasks.
