<p><strong>Corporate Lead- Programmes and Strategies needed in Honiton Paying £32.51 per hr ref 5295861</strong></p>
<p><strong>Full time hours on a temporary basis</strong></p>
</p>
<p><em>Key Responsibilities</em>Programme, Project & Governance Leadership</p>
<ul>
<li>Develop, implement and monitor a consistent programme and project management framework across the organisation.</li>
<li>Establish and support a corporate project board to oversee major programmes and projects.</li>
<li>Provide strategic project management and risk advice to senior leaders and elected Members.</li>
<li>Ensure effective oversight of key programmes, securing alignment between corporate plans, directorate priorities and service delivery.</li>
<li>Provide regular progress, risk and financial reporting to senior leadership and the project board.</li>
<li>Attend Cabinet and committee meetings to present reports and respond to complex and politically sensitive matters.</li>
</ul>
<p>Transformation, Risk & Corporate Strategy</p>
<ul>
<li>Lead organisational transformation activity, including impacts arising from Local Government Reorganisation.</li>
<li>Maintain and oversee the corporate risk register, ensuring timely escalation and mitigation of key risks.</li>
<li>Lead the development and delivery of strategies relating to programme and project management, corporate risk, climate change and economic development.</li>
</ul>
<p>Economic Development & Climate Change</p>
<ul>
<li>Provide strategic coordination and delivery of economic development activity, including employment growth, inward investment and the deployment of funding streams.</li>
<li>Champion climate change ambitions and lead delivery of the Climate Change Strategy and Action Plan.</li>
<li>Drive progress towards achieving net‑zero by 2040 and contribute to regional carbon reduction initiatives, promoting the transition to a low‑carbon economy.</li>
</ul>
<p>Leadership & People Management</p>
<ul>
<li>Lead, develop and motivate the Programmes & Strategies team, fostering a culture of learning, continuous improvement and outcome delivery.</li>
<li>Ensure staff have the skills, support and development opportunities needed to deliver a high‑quality service.</li>
<li>Manage performance effectively, addressing underperformance through clear objectives, support and formal processes where required, working closely with HR.</li>
<li>Encourage a strong learning culture and manage training and professional development across the team.</li>
</ul>
<p>Financial & Corporate Responsibilities</p>
<ul>
<li>Manage budgets and resources effectively in line with financial regulations, ensuring best value and robust procurement practices.</li>
<li>Lead or contribute to multi‑disciplinary corporate teams to improve service delivery and organisational performance.</li>
<li>Take responsibility for health and safety compliance within the service.</li>
<li>Ensure awareness of and compliance with organisational policies, codes of conduct and governance frameworks.</li>
<li>Support equality, diversity and safeguarding responsibilities.</li>
<li>Participate in duty rotas and office‑based management responsibilities as required across organisational locations.</li>
