Description<div>Please note: This role is contingent upon contract award. ICF has the expertise, agility, and commitment to design, build, and operate high-performance IT engines to support all aspects of our client’s business.    </div><div> </div><div>The Program Manager will provide overall leadership and direction for a government contract, ensuring delivery of program objectives, compliance with federal requirements, and alignment with agency mission goals. This role is responsible for managing scope, schedule, budget, staffing, risk, and performance while serving as the primary point of contact between the government client and the contractor’s leadership team.    Job Location- Must be able to go on-site 5 days a week to the client's office in Washington, DC. Hybrid work flexibility may be available after the first 90 days. </div><div> </div><div>What You Will Do: </div><div><ul><li>Lead program planning, execution, and delivery in accordance with government contract requirements, milestones, and performance standards. </li></ul></div><div><ul><li>Oversee program operations including staffing, task management, resource allocation, and subcontractor coordination. </li></ul></div><div><ul><li>Develop and maintain project roadmaps, plans, schedules, and performance tracking tools; ensure timely delivery of contract deliverables. </li></ul></div><div><ul><li>Manage program budgets, cost controls, and financial reporting in alignment with contract guidelines. </li></ul></div><div><ul><li>Identify and mitigate risks, issues, and dependencies that may impact program success. </li></ul></div><div><ul><li>Ensure compliance with all federal regulations, security requirements, and quality standards. </li></ul></div><div><ul><li>Provide leadership, coaching, and mentorship to project managers, technical leaders, and contract staff. </li></ul></div><div><ul><li>Prepare and deliver program status briefings, reports, and metrics to government stakeholders and internal leadership. </li></ul></div><div> </div><div>What You Will Bring With You: </div><div><ul><li>Must be a US citizen</li><li>Must be able to obtain and maintain a Public Trust clearance.  </li><li>MUST RESIDE IN THE United States (U.S.) and the work MUST BE PERFORMED in the United States (U.S.) as this work is for a federal contract, and laws do apply.  </li><li>Bachelor’s degree in relevant fields (eg. Business Administration, Engineering, Computer Science) </li></ul></div><div><ul><li>Certified Project Management Professional (PMP) or Program Management Professional (PgMP).    </li></ul></div><div><ul><li>7+ years of Project management experience supporting a Federal Agency  </li></ul></div><div> </div><div>What We Would Like You To Bring With You: </div><div><ul><li>Active GSA government clearance   </li></ul></div><div><ul><li>Experience supporting large GSA IT Contracts is highly preferred </li></ul></div><div><ul><li>Masters Degree preferred in relevant fields (eg.
