CIVIL SERVICE RULES AND REGULATIONS
The City of Long Beach Civil Service Rules and Regulations govern the hiring, promotion, discipline, and management of the City’s classified workforce, ensuring employment practices are rooted in fairness, merit, and efficiency, as outlined in the City Charter. The Human Resources Department administers all civil service-related functions in accordance with these rules.
In addition, the independent Civil Service Employee Rights and Appeals Commission is responsible for hearing and reviewing disciplinary appeals filed by classified employees, addressing complaints related to the classified hiring process, ruling on employee appeals and their determinations, and implementing hiring preferences for Long Beach residents, students from local colleges and universities, current employees, and participants in designated internship or apprenticeship programs.
