The Human Resources Department administers all civil service-related functions in accordance with these rules. In addition, the independent Civil Service Employee Rights and Appeals Commission is responsible for hearing and reviewing disciplinary appeals filed by classified employees, addressing complaints related to the classified hiring process, ruling on employee appeals and their determinations, and implementing hiring preferences for Long Beach residents, students from local colleges and universities, current employees, and participants in designated internship or apprenticeship programs.
