The Partnership for Supply Chain Management (PFSCM) focuses on strengthening and managing secure, reliable, cost-effective, and sustainable global supply chains to enhance health and well-being in low- and middle-income countries by increasing access to quality and affordable health products. We assist governments, non-profit organizations, and humanitarian agencies in achieving their public health objectives through cost-saving procurement, efficient logistics, pharma-grade storage, last-mile delivery solutions, and real-time data tracking. Overall responsibilities

The Manager Data & Applications is responsible for the leadership, development, and management of PFSCM’s data assets and enterprise applications  . This role ensures that data and applications are leveraged to drive business value, operational efficiency, and innovation, while maintaining the highest standards of data quality, security, and compliance. The Manager of Data & Applications leads a multidisciplinary team, collaborating across business units to support supply chain operations, performance management, analytics, finance, and more.


 

Specific responsibilities

Technical Leadership

  • Develop and implement a comprehensive data engineering and applications environment aligned with PFSCM’s mission and business objectives.
  • Contribute in establishing and maintaining PFSCM's data governance framework, policies, and standards to ensure data quality, security, and compliance

Data Engineering & Analytics

  • Lead the design, development, and optimization of the data warehouse (DWH) including data marts and business intelligence environment.
  • Collaborate with the business to enhance data quality monitoring and reporting, ensuring accuracy and reliability for internal and client-facing needs.
  • Manage the queue of DWH development, report backlog, and bug/service tickets using tools such as Jira .
  • Manage, design, develop, and maintain scalable data architectures and pipelines.
  • Manage the implementation of data processing systems (ETL/ELT).
  • Evaluate and adopt new technologies and tools to improve the data engineering infrastructure.

Team Leadership & Development

  • Build, lead, and mentor a high-performing team of data engineers, analysts, product owners, and application specialists.
  • Manage team performance, provide ongoing feedback, and support professional development.
  • Develop and maintain onboarding and training programs for staff and stakeholders.

 Stakeholder Engagement  

  • Collaborate with business leaders and units to identify data engineering and application needs, translating requirements into actionable projects.
  • Serve as the primary point of contact for all data engineering and application-related matters.

Project & Change Management

  • Manage the lifecycle of data engineering and application-related projects—from planning to deployment.
  • Lead the delivery of data engineering and application projects, ensuring timely and cost-effective execution.
  • Lead continuous improvement and change management initiatives to enhance data engineering and application capabilities.

Risk & Compliance

  • Ensure compliance with relevant data privacy regulations (e.g., GDPR).
  • Identify and mitigate risks related to data and application security.
  • Ensure data quality, integrity, and security across platforms.



Qualifications

Professional and Technical Knowledge

  • Bachelor’s or master’s degree in computer science, Information Technology, Data Science, Applied Math, or related field.
  • 7+ years of experience in data management, application management, or related roles, including significant experience with MS SQL Server, SSIS, ETL, data warehousing, and BI tools (Power BI, SSRS) .
  • Proven leadership experience managing teams and large-scale projects.
  • Strong knowledge of data governance, data architecture, and enterprise applications.
  • Experience with international supply chains and regulatory reporting is preferred.
  • Excellent communication, leadership, and stakeholder management skills.
  • Experience with Jira and continuous improvement initiatives is an advantage.
  • Willingness and availability to travel, and perform other duties as needed.
  • Must be eligible to work in the Netherlands.

  • Strong interpersonal skills with client relations and customer service experience and an ability to work across disciplines and in diverse locations internationally.
  • Fluency in English.
  • Excellent written/verbal communication and interpersonal skills with strong sense of customer service.
  • Demonstrated analytical skills; solution oriented with a high sense of quality, attention to detail, accuracy, efficiency, and meeting tight deadlines.

  • Proven ability in creating and implementing business development plans, including strategies for immediate and long-term growth.
