About the Role

POSITION SUMMARY  The Director, Commercial Data Management and Analysis, supports the Airport’s Commercial Division by leading data strategy, governance, and analysis initiatives across a broad portfolio that includes parking, ground transportation, concessions, advertising, property development, and tenant lease agreements at both PHL and PNE. This position serves a dual function: first, to advance the Commercial team’s business intelligence capabilities; and second, to improve data hygiene, storage, and usability related to leases and agreements.    This is a unique opportunity for a collaborative and strategic data professional who thrives in building new processes from the ground up and enjoys supporting a diverse set of stakeholders. The ideal candidate will be proactive, highly analytical, and able to translate complex datasets into actionable insights for a non-technical audience.      PRIMARY RESPONSIBILITIES  Business Intelligence & Analytics  Work closely with Commercial team members to understand available data sources (both internal and external).  Develop dashboards and reporting tools to help team members evaluate the performance of their business areas.  Translate data insights into strategic recommendations and operational improvements.  Support decision-making across multiple verticals, including:  Parking & ground transportation  Concessions and retail (food & shops)  Advertising  Terminal and ground leases  Air cargo  Development and other commercial agreements  Gate Utilization  Airline Schedules  Aviation Activity Trends (e.g., passengers, operations, air cargo)  Data Hygiene & Governance  Evaluate and recommend systems and tools for storing, organizing, and retrieving lease and agreement data.  Standardize data entry, storage, retention, and reporting practices across the Commercial Division.  Create processes for organizing terminal space leases, ground leases, third-party development agreements, and concessions contracts.  Design internal reports that help staff manage tenant relationships, track expirations, and assess compliance.  Explore the beneficial uses of AI platforms to analyze and present relevant data  Collaboration & Capacity Building  Serve as a trusted partner to colleagues with varying degrees of data fluency.  Provide training and guidance on data usage and tool adoption.  Build scalable processes and documentation to support on-going use of data across the department.  Identify and procure professional services to help build processes and reporting that further the Commercial team’s goals.  Partner with the IT Department, which is responsible for the technical infrastructure (ETL tools and data warehouse), to ensure data pipelines are robust and reliable.  Represent the Commercial Team in cross-departmental data governance committees and initiatives.    KNOWLEDGE, SKILLS AND ABILITIES  Analytical Expertise: Ability to extract, analyze, and visualize commercial data to identify trends and performance drivers.  Data Management: Experience with document management systems, data organization, and process development.  Tool Proficiency: Skilled in using data analysis and visualization software such as SQL, Power BI, Tableau, and Excel. Strong understanding of data modeling, relational databases, and ETL workflows.  Communication: Able to present findings clearly to audiences with a wide range of technical expertise.  Process Development: Comfortable in a fluid environment and capable of building new workflows and procedures from scratch.    PERSONAL ATTRIBUTES  Entrepreneurial and process-oriented mindset; thrives in ambiguity and can create structure where little exists.  Collaborative team player who enjoys supporting colleagues with varying levels of data fluency.  Curious, proactive, and enthusiastic about using data to solve real-world problems.  Strong sense of ownership and accountability.      Qualifications Bachelor's degree in Business, Data Science, Economics, Public Administration, Urban Planning, or a related field.  5+ years of experience in business intelligence, data analysis, or operations, preferably within a public agency or airport environment.  Demonstrated ability to manage multiple data sources and produce actionable insights.  Experience with digital tools for lease/contract management is a plus.      RESIDENCY  New hires must establish and maintain residency in the city of Philadelphia within 6 months of appointment. Current City of Philadelphia employees must maintain residency in the City of Philadelphia while employed in this position.    SECURITY REQUIREMENTS  Obtainment of a Security Badge is a condition of employment.
