Corporate Financial Accountant

We are seeking a skilled and motivated Corporate Financial Accountant to support the Chief Accountant in delivering high-quality financial reporting, compliance and continuous improvement across the Council.
As Corporate Financial Accountant, you will lead on the production of the Council’s annual Statement of Accounts, ensuring full compliance with the latest regulations, audit standards and best practice guidance. You will take ownership of balance sheet management throughout the year, driving improvements to financial processes and supporting the transition towards more timely and automated year-end reporting.
Key Responsibilities include:
Lead the preparation and delivery of the Council’s annual Statement of Accounts, ensuring compliance with current accounting standards and audit requirements
Manage and reconcile balance sheet accounts throughout the year
Complete accurate and timely statutory and statistical returns, including submissions to Chartered Institute of Public Finance and Accountancy (CIPFA), Government departments and revenue-related returns such as the RO and Quarterly Revenue Update
Maintain strategic oversight of the Council’s debtor position, including consolidation of management information and provisions for bad debts
Produce, consult on and agree Support Service Charges with budget managers at both budget-setting stage and year-end
Act as the Council’s nominated contact with HM Revenue and Customs (HMRC), ensuring compliance with tax regulations and completion of all required tax returns
Provide expert tax advice to officers across the Council, or commission specialist advice where required
Lead and contribute to improvement and transformation projects, supporting the Division’s wider modernisation and efficiency agenda
Experience and knowledge required:
Qualified accountant (CCAB or equivalent) with strong technical knowledge of local authority accounting requirements and statutory reporting
Proven experience in year-end accounts preparation and audit liaison
Strong understanding of balance sheet management and financial controls
Experience in completing statutory and statistical financial returns
Up-to-date knowledge of tax regulations affecting public sector bodies
