Federal Business Development & Capture Manager  Position Overview

We are seeking an experienced Business Development & Capture Manager to drive strategic growth within the federal contracting space. This role is responsible for identifying, qualifying, and winning new business opportunities across U.S. government agencies.

The ideal candidate brings a strong track record of success in federal sales, capture management, and contract awards, along with deep knowledge of acquisition processes and contract vehicles.

Federal Business Development & Capture Manager  Key Responsibilities

  • Lead end-to-end business development and capture efforts across the federal procurement lifecycle
  • Identify, qualify, and pursue new federal opportunities aligned with company capabilities
  • Develop and execute winning capture strategies to secure prime and subcontract awards
  • Build and maintain a robust opportunity pipeline using CRM tools
  • Establish and nurture relationships with government stakeholders and industry partners
  • Support proposal development, including solutioning, pricing strategy, and competitive positioning
  • Track market trends, competitor activity, and regulatory updates to inform growth strategy
  • Maintain accurate pipeline forecasting and reporting

Federal Business Development & Capture Manager  Required Qualifications

  • Bachelor’s degree in Business, Government, or related field (or equivalent experience)
  • 5+ years of experience in business development, capture, or sales within federal contracting
  • Proven success winning federal contracts (prime and/or subcontract)
  • Strong knowledge of FAR/DFARS and federal acquisition processes
  • Experience with contract vehicles such as:
    • GWACs
    • IDIQs
    • BPAs
    • GSA Schedules
  • Established network within federal agencies and/or government contractors
  • Excellent communication, negotiation, and presentation skills

Federal Business Development & Capture Manager  Preferred Qualifications

  • Experience in one or more of the following areas:
    • IT / Cybersecurity
    • Special Operations
    • Intelligence / Linguistics
    • Engineering / Logistics
  • Active Secret or Top Secret security clearance
  • Familiarity with tools such as:
    • GovWin
    • SAM.gov
    • FPDS
    • USAspending
  • Experience with capture management and/or proposal development
  • Master’s degree or certifications (e.g., APMP)

Federal Business Development & Capture Manager  Compensation & Benefits

  • Base salary: $100,000 – $120,000 annually
  • Additional compensation: Bonus Incentive Plan (BIPS) + Annual Performance Reviews
