ROLE DESCRIPTION
To coordinate H&F's housing response to domestic abuse (DA) and ensure compliance with the new housing duties across departments.
* To lead a review of the offer for victims of domestic abuse in H&F housing including leading the implementation of new policies and procedures relating to domestic abuse
* To lead on identifying gaps and making recommendations to senior managers to strengthen and improve our response across Housing and Community Safety.
* To lead and implement a local Domestic Abuse (DA) Housing Strategy in line and concurrently with the Greater London Authority's (GLA) Strategy and to monitor and evaluate the effectiveness of the strategy
* Lead a review of domestic abuse data collection across housing departments to ensure accurate collection and collation of data and implement new systems to ensure compliance with Tier 1 (GLA) data requirements, ensuring the sustainable delivery of the strategy beyond the lifetime of the post.
* Lead on the Council's statutory reporting to the GLA quarterly and/or annually as required. The post will lead and implement the strategy so that it is aligned with the Whole Housing Approach. The strategy should deliver an approach which is collaborative, coordinated, trauma-informed, intersectional, gender-informed, and above all it should put survivor voices and specialist services as its heart. The postholder will ensure the strategy aligns and interlinks with policies and procedures across housing departments and other departments across the council as applicable with responsibility for changes to policies and procedures to ensure compliance.
ABOUT THE ROLE
You will need to:
* To design monitoring tools to collect, analyse and report making effective use of data for the purposes of the DA Housing duties needs assessment, to include analysis of borough demographics and identifying gaps in data to inform how we can better record information.
* Lead the Council's work with the GLA in conducting their needs assessment and Pan-London DA Housing Strategy. The post will represent the housing department at the Domestic Abuse Local Partnership Board as required.
* To develop a local DA Housing Strategy that aligns with the H&F Ending Violence Against Women and Girls (VAWG) strategy and effectively prepares and supports team members to deliver against the strategy
* To support the Community Safety Unit in developing the H&F Ending VAWG strategy
* To lead and co-ordinate Housing teams to gain Domestic Abuse Housing Alliance (DAHA) accreditation, including carrying out an analysis of the current offer, supporting implementation of a Whole Housing Approach and making recommendations to senior managers as appropriate.
* Provide an annual evaluation at the end of the next financial year on the impact of the GLA and H&F decisions locally including service delivery outcomes
* To attend the Housing Operational Group and the Sanctuary scheme meetings coordinated by Standing Together Against Domestic Abuse (STADA) to represent the housing department and maintain partnership working on the strategy. To attend any other appropriate meetings as directed by the Line Manager
* To promote the DA Housing Strategy across departments and with stakeholders in H&F. This may include delivering briefings and presentations to other areas who express interest in the strategy.
* To lead a review of procedures and processes across Housing departments including mapping, reviewing, updating and improving to ensure compliance with the Domestic Abuse Act duties.
