About the Role

Job Title Private Sector Housing Team Manager Service Area Housing / Environmental Health / Regulatory Services Responsible To Head of Housing / Environmental Health Manager Job Purpose To lead, manage and develop the Private Sector Housing Team to ensure effective delivery of statutory and discretionary housing services. The postholder will ensure compliance with housing legislation, improve housing standards in the private sector, and protect the health, safety and wellbeing of residents. Key Responsibilities Management & Leadership Lead and manage the Private Sector Housing Team, including recruitment, supervision, performance management and staff development. Provide clear direction, support and motivation to ensure high-quality service delivery. Manage workloads and allocate resources effectively to meet service priorities and statutory duties. Promote a culture of continuous improvement, professionalism and customer focus. Service Delivery Ensure the effective delivery of private sector housing functions including: Housing Health and Safety Rating System (HHSRS) inspections Enforcement of housing standards Licensing of HMOs and other selective/additional licensing schemes Empty homes interventions Disabled Facilities Grants (if applicable) Oversee complex and high-risk cases, including legal proceedings and prosecutions where necessary. Ensure consistent and proportionate use of enforcement powers in line with council policies and legislation. Policy & Compliance Ensure compliance with relevant legislation, guidance and codes of practice, including the Housing Act, Environmental Protection Act and related regulations. Contribute to the development and implementation of policies, strategies and service plans for private sector housing. Monitor and review service performance against KPIs and statutory requirements. Partnership & Stakeholder Engagement Work collaboratively with internal departments such as Legal, Planning, Social Care and Public Health. Build effective relationships with landlords, tenants, letting agents and external partners. Represent the service at meetings, forums and multi-agency partnerships. Financial & Contract Management Manage allocated budgets and ensure value for money in service delivery. Oversee grant schemes and external funding where applicable.
