MENTAL HEALTH AND PSYCHOSCIAL SUPPORT (MHPSS) INTERVENTIONS META ANALYSIS AND TOOLKIT DEVELOPMENT CONSULTANCY SERVICE JUBA, SOUTH SUDAN TERMS OF REFERENCE Organization War Child Holland in South Sudan Consultancy service title MHPSS interventions/approaches mapping, meta-analysis and toolkit development Introduction War Child is a child focused organisation that continuously enhances its services to children affected by war and conflict. This includes striving to work with a range of different stakeholders and able to mobilise and provide services and technical assistance within and outside the organisation, as well as across its programme teams in various programme locations in the country. The main objective of the consultancy service is to provide technical assistance in the development and implementation of a meta-analysis and mapping of MHPSS interventions and approaches in South Sudan. Following the completion of the meta-analysis, the consultant will lead the development of a MHPSS toolkit. The compiled MHPSS toolkit is envisaged to be adopted as a resource by communities, humanitarian actors and MHPSS stakeholders with the view of increasing accessibility of such services to children, caregivers and community at large. The technical support also includes development of promotional content which can enable us to reach humanitarian actors, government and other stakeholders with targeted information about the use of the toolkit. To ensure the MHPSS toolkit is owned, accessed and utilized by a critical mass of agencies, joint advocacy with other humanitarian actors will be done targeting key duty bearers that include donors, government and the humanitarian actors to enhance the utilization of the toolkit to improve mental wellbeing outcomes in South Sudan. Meta-analysis process a) Operational Definition of Meta-Analysis ‘Examination of data from a number of independent studies of the same subject, in order to determine overall trends’ (Oxford dictionary). Meta-analysis summarizes the analysis and reviews of various aspects of interventions, methodologies and structured activities aimed at addressing the mental health and psychosocial (MHPSS) wellbeing of those affected by conflict, including children (various categories), young people (various categories) and adults. Meta-analysis is potentially powerful in assisting transparent decision-making as it combines results from many different interventions, methodologies and structured activities that are proclaiming to be similar in its intended objectives. b) Approach This meta-analysis process will review the availability, implementation, and effectiveness of MHPSS interventions, methodologies and/or structured activities in South Sudan through a structured document review that is guided by agreed criteria such as the process of development, theoretical underpinning, duration of implementation and the availability of external or internal review reports and impact assessments reports. Additionally, this process will collect the views of individuals and groups who participated in the interventions, methodologies and/or structured activities about their experience, impact and recommendations. If outcome data is available also add the results to indicate impact on the individual mental health and psychosocial wellbeing c) Suggested steps: Mapping MHPSS stakeholders operating in South Sudan Request from them full details of interventions, methodologies and/or structured activities implemented as part of MHPSS response Collaborate with a group of MHPSS actors to develop agreed criteria for reviewing the interventions, methodologies and/or structured activities. Review the submitted documentation based on the agreed criteria Collect the views of individuals and groups who participated in the interventions, methodologies and/or structured activities about their experience, impact and recommendations. Developing a database to capture the information obtained through the review and qualitative interview process Conduct an analysis of the database Compile results and conclusions based on the strengthens and limitations of the data Development of the toolkit Following the completion of the meta-analysis, the consultant will lead the development of a MHPSS toolkit. Objectives of the consultancy service To conduct meta-analysis and mapping of MHPSS tools and interventions that are being implemented in South Sudan To assess strengths and limitations of identified MHPSS approaches To compile and develop MHPSS toolkit for South Sudan based on the meta-analysis and compilation of approaches To develop MHPSS toolkit promotional content To link the findings and recommendations of meta-analysis to the MHPSS challenge mapping exercise that is carried out at the initial design phase Specific results and deliverables Meta-analysis and MHPSS tools and interventions mapping report MHPSS toolkit based on the meta-analysis and compilation of approaches MHPSS toolkit promotional content Final report linking meta-analysis and tool kit development to the MHPSS challenge mapping exercise that is carried out at the initial design phase Location Juba, Republic of South Sudan with required travels to Upper Nile, Western Baher Elgazel and Unity State. Duration of the consultancy service The consultancy service will be for 50 working days between September 15th and December 31st, 2024. Requirements Essential Demonstrable experience and knowledge conducting reviews, assessments using qualitative and quantitative data gathering methods Demonstrable knowledge and experience of analysing qualitative and quantitative data sets Masters level degree in psychology, mental health or related field Desirable Minimum of 8 years professional experience preferably in similar contexts Familiarity with South Sudan context and MHPSS sector Strong experience on community engagement including in development of field data collection tools, data analysis and report writing Strong facilitation and report writing skills.
